I agree: "ROV./JAN. 1942", which would appear to stand for "ROVANIEMI/JANUAR 1942"
(In January 1942, the new Lapland-Army was established under Dietl's command. His headquarters were at Rovaniemi.)...

Mind you, those aren't just any guys in uniform. Unless I am very much mistaken, I see Generaloberst Eduard Dietl and Reichskommissar Josef Terboven.
