He isn't. The photo is flipped. Note the position of the breast eagle and how the shirt is buttoned.
The men are wearing the olive-brown Schulanzug [school uniform] worn by instructors and trainees at NSKK schools. The caps are part of that uniform (although the chinstrap is an unusual feature, as...
"Panzer fahren auf zur Parade", roughly translated "Tanks driving up on parade".
It says "Auf dem Vormarsch durch Belgien" = "On the advance through Belgium ".
Baldur von Schirach is in the second photo. Center of the group, between the RAD officer (Hierl?) and the SS officer, leaning forward.
It's the Anhaltisches Arbeitsdienst-Erinnerungszeichen. He is also wearing the "ANHALT" cuff title.
Have a look at this thread for details:

Definitely no reference to the place, but the first and last word are hard to read for me. I think it says:
"deu. [= deutscher] Panzer (mittelschwer)" = "German tank (medium-heavy)"
It says "kurz vor Paris" = "a short distance from Paris".
The first word is "Splittergrabenbau" = "construction of slit trenches / trench shelters". ["Splitter" = fragment, shrapnel, splinter; "Graben" = trench]
These trenches are being built at the...
"Bei Wassilki" = "near Wassilki".
No, definitely not. He's a policeman, and the PE was a Waffen-SS formation.
No... The man in your photo is indeed a policeman from a mountain unit. The photo of Sprengmeister Sedlag is a late-war image, shot after the TN adopted police insignia with SS-style collar patches...
They are not extremely common, but not super-rare, either. When they come up for sale, the price range is usually around 250 Euros or so. Officially, this decoration was banned from wear in 1934, but...
It apppears to be the Schlageterschild in its second (oval) model, an unofficial decoration for Freikorps-era fighting awarded by the Schlageter-Bund e.V.
They are Bahnschutz personnel.

Very nice; beautiful quality!
Allow me one observation, though: The photo of the SA men is flipped.
"The first Soviet prisoners to arrive at Warsaw. They were assigned to our unit as a work detail.
Warsaw, July 1941"
Quite possible, or they are simply interested in the vehicle itself, making use of the chance to see it up close. It is worth noting that they are not soldiers but members of some uniformed auxiliary...
A very nice photograph. The tall Stahlhelm member second from left in the first row is the former Crown Prince Wilhelm von Preußen (son of Kaiser Wilhelm II), with Röhm next to him and Himmler seen...
"Mein Freund und Ich" = "My friend and I"
Nice photos. By the way, the speaker is Dr. Arthur Seyß-Inquart.
It says:
"Panzerschiffe "Spee"
und "Scheer"
bei den engl.
Krönungsfeierlichkeit(en)"
...i.e.:
...and ain't they got fun! A very nice study in uniforms and insignia; excellent photo!
By the way, unless I am much mistaken, the field marshal with the navy men in picture # 7 is Fedor von Bock.
I really like the last picture, with its somber mood.
It says:
"Zur Erinnerung an unsere
Zusammenarbeit in Wien, Strebersdorf
am 16.1.39 gewidmet seinen
lieben Berufskameraden der Ostmark.
Richard [...]
Dresden"
