I can't help with the kanji but it appears a nice matching officers uniform. A nice thing to have

I would like to see a close pic of the cap.
    Best regards,

Sure wish I could give a definitive answer about the name!!!! I've not seen this one before ... perhaps someone with more knowledge/experience than I can make it out. There are two different surnames on the trouser lining.

    Here's my try:

    Trouser lining
    水上
    Minakami/Mikami/Mizukami etc.

    日ミツ上
    Himitsu(no)ue
    Himitsujo
    [I'm just guessing the pronunciations]

    Fly
    ヒミツ上
    Himitsu-jō
[I cannot tell if that first one is the katakana , or if it is with missing threads. The kanji for sun also has a "hi" sound, like the kana ... which might be coincidence or not.]

    Jacket Lining
    日ミ
    Himisunoue
[the ス might be ズ with the " marks missing: 日ミズ上 which sounds almost indistinguishable [zu / tsu] from the 日ミ上 ] Himisu~ or Himitsu~

I cannot find any surnames matching this name.
Here and with a similar kanji (just in case) Here
