Imperial Eagle pin??

I could really use a little help in identifying these pins.
They measure 32mm high by 22 mm wide at the wing tips.
They appear to made of silver or a silver alloy, they metal does not bend easily.
Although the picture does not show it the details are very crisp.
Any help in identifying them would be greatly appreciated.

Neat looking pins but I have never seen them before.

It is not Imperial German military of any kind that I am aware of.
