It's the abbreviation for Aufstellungsstab [= formation staff]; i.e. a preliminary staff engaged in the formation of a newly-raised unit.
Sorry, don't know about the Lemlin.

I dug around a bit more... I think it actually says "Semlin".
This was the German name for Zemun, now a city district of Belgrade. From 1941 to 1944, it was a part of the state of Croatia. Jäger-Regiment 749 - the Wehrpass holder's next listed unit - was raised in Croatia on 1 April 1943.
Thus, this would appear to be the formation staff for said regiment.
