Default Naval infantry buckle - steel & painted black

I just purchased this- I have read that some naval buckles were in fact black painted steel. This is how mine is. I have not yet received the belt+buckle, but I have a few photos until then. What do you think?

Just received the belt in the mail. I feel confident that this is an original. Here is a better photo. The leather belt even seems to be real. The 'shiny' effect from the flash does not do the leather's appearance justice.

    Yes, there were steel versions.

If it is steel, simply try and affix a magnet to it...

    So, it is steel...

Now for an interesting question... (IMO)

How far back can this be dated? It has the same black paint on steel finish as my 1890's e-tool. I know it can't possibly be made before the soviet union, but my question is; is this possibly an early variant of the buckle? The painted steel seems to be an early production method, if I were to put two and two together.

I have a photo to compare.
