Fake decal indeed and like Obkreiger stated, mirror runes do exist and are extremely rare.
I would like to have this one in hand to study it.

Not a good one, I own a reversed decal mirror runic I have heard of only 1 or 2 others.

Not known for certain but it's suspected it's to identify a non German ( foreign ) SS soldier.

I interviewed Remy a few times but only about his combat career and the Flanders Legion i never thought to ask him about the mirror runic decal on the helmet he wore in that photo !! That said he was interviewed by many peole so it's possible someone may have asked him about it , whether he knew or even cared why it was done like that maybe someone out there has an answer !!
