Notice the exact same type folding prongs used on the small Panzer TK next to it ( and Assmann's WH eagles , etc. etc. ) - a fact pointed out before but chosen to be ignored by many ..
Aha. And a matter of common sense, thank you very much. I recall these nice images.
It stands to reason that the craftsman at Deschler or Assmann likely got called up to service at arms and was replaced by a semi skilled worker.
The accounts of this in the height of the war years are legion.

IMO not a French made TK , but wartime German .
I would think that these sample boards of German Assmann products were set up for the benefit of tailors in occupied France .
These skulls were at some point found together with wartime Assmann zinc eagle insignia , by whoever abused these sets putting them postwar on the fraudulent " Alteste " caps .
Even when the eagles were never questioned , these 3-prong skulls have been doubted by many .
When I first read that handwritten description " 3 tiges découpées " , indeed it was quite a revelation , and all the additional proof needed that this 3-prong TK was part of the original WW2 board and not a replacement ..
it seems that those cards were originally made to display buttons only , each location has a a little slot to receive a button ring
i have already seen this kind of boards coming from french buttons ( military, hunting...) makers to display their products

Yes , and how about the cheap " embroidery substitutes " in metal , taking up half of the pre-punctured board ? Were they actually ever used on WW2 Kriegsmarine visors ?
Sofar I always assumed that these horrible items were a postwar GDR / USSR invention to cut costs ..
( the missing item 3.118 may have been a KM visors metal wreath & cockade , since the item was both gold- and silverplated , and would match the empty spot )
it could be interesting to compare the administrative kriegsmarine breast eagle to a well known french made one, and to see the reverse of some buttons
