Hi Dimas, I agree. It does look as though the prongs broke off and then the soldier adapted the skull with some holes in order to sew it to the cap.
Any ideas on the maker?

Badly visible, but I don't want to clean it, I think then the authentiticy will gone after cleaning

They weren't as such it has been ADAPTED from an ordinary one that has been broken. The makers marks are indistinct hence the previous posts.
Is the skull ground dug?
