I don't like the look of the skull. It doesn't look right. This whole thing looks sketchy, but let some other, much more qualified members look at it.
While you wait for others to give their opinion, here is a good thread that you can pass some time on. Based on its contents, I would be very doubtful of the example you have posted.

I have yet to ever encounter a black SS RAM kepi that I believed to be period original. I would include this piece on that grouping. By the way, it is not an Allgemeine SS kepi but a black SS kepi. All early branches of the SS wore this kepi, not just the Allgemeine SS.
