Hi John, the strap is for the rank of SS Mann through to SS Hauptscharfuhrer. Worn from Oct 1934 onwards.
Any label on the reverse?
My knowledge of the Germanic SS outside of Germany is not good enough to give you the answer you require.

The NSKK shoulderstrap is similar to that. But this one looks like SS, but really this is not sewn in strap, and we will make opinion based on a good pictures. Cheers,

The strap was worn by all other ranks in the S S on the black uniform. This would also include the S S V T, the Totenkopf Verband and the S D.
The evolution of the Waffen S S introduced a pattern of shoulder strap worn on the gray uniform similar to those worn by other branches of the military and not in the style of those worn by the political formations.
