Basically it is thanking Weber on the occasion of the 5th Brown Ribbon Event for his outstanding services to German Racing and thoroughbred breeding.
Dated 31 July, 1938 from the Board of Trustees.
HPL will no doubt provide us with one of his infinitely more elegant translations but that's the gist of it from what I read.
Bringing back this cool thread ! Here is an advertising poster for one of the 'Brown ribbon events' organised by Weber.

Thanks for this shot of some quintessential Nazi "old guard" members.

I'm not particularly good at faces, but apart from Hitler and Weber, I recognize Julius Schaub (left of Weber), Josef Goebbels (slightly protruding behind Schaub), Wilhelm Brückner (foreground, looking at the camera), Rudolf Hess (far right at the very edge of the frame), Franz-Xaver von Epp (between Brückner and Hess), Alfred Rosenberg (by the right edge of the frame, between von Epp and Hess with his chin obscured) and Karl Fiehler (center of the image, partially obscured by Hitler).

Note the way the army men wear the blood order.
