But have you seen one worn there before? Usually they are worn on the breast, right? Or lower on the tie - maybe.

on the tie or on the breast pocket,,,wear was left up to the individual in most cases,,,

It is worn a bit high. I think the cut of the uniform collar and angle of the photo makes it look even more so.

Sorry, but this is incorrect. The regulations for wearing the standard NSDAP membership badge in SS uniform stated that the badge was to be worn on the tie. Only the Golden Party Badge was officially allowed to be worn on the left breast pocket. There is nothing unusual about the position of the badge in this photo.
Here's Himmler wearing his in exactly the same position.

I wonder why Himmler, of all people, did not wear a Golden Party Badge. Any thoughts on that?
