I was going to say late 36 but none have coats and it looks like a rather warm day.

I guess the time of year is warm, to be sure, but my impression of an earlier date derives from the fact that most of the caps are fairly flat in appearance, assuming that the saddle shaped cap (Saris) appeared in 1936. But I do not know, really.
Also, the army eagle was an affect in the SSVT in the years 1934/5, and, in fact, gave rise to the so called 1936 Hoheitszeichen, which was designed and contracted in the year 1935.
In any case, it is a nice image with a lack of uniformity.
