Although someone with experience in such a lead seal would be welcome to comment. I assume BA is BekleidungsAmt? Haven't seen one quite like this before...
The RZM plombierte seal is usually MPA, i.e. Materialpruefungsamt. You can see the many Proben here with the leaden seals in their variety.
I have not seen the runes and a BA abbreviation. The relevant abbreviations are VA or WVHA. I trust Arran's judgment, to be sure.
