How is this item a fantasy, Morris? I'd say reproduction.
*add: In searching for a original example, I stumbled upon the item you posted. It appears you found it on ioffer. I'd suggest you look elsewhere for your militaria, that site is filled with many reproductions and fantasy items.
they were worn by the ss Mann who were on guard duty/patrol at such events like rallies...etc. usually checking passes and items of such.
