Hi Ben, my first thought was a Police cap too, going by the vents and the band certainly looks lighter than black. The rest of the insignia is conventional Waffen SS.

Originally, the Death's Heads on SSTV collar patches were in a "vertical" orientation as seen in this photograph. This was only changed to a "horizontal" orientation in 1940.
