XIII = Stuttgart
In an official addres-list from October 1937 (Anschriften-Verzeichnis der Schutzstaffeln der NSDAP,
sanctioned by th RFSS) with handwritten information from summer 1938, Standarte 21 is listed as
Magdeburg (Abschnitt XVI, Oberabschnitt Mitte). Maybe others can give the meaning for XXIII
(maybe it means the 13th Sturm in Standarte 21 when I read the OB well, but I do not have an
idea if an SS-Standarte can have that much Sturm-numbers).
Upon the right collar patch the Roman number for the Standarte was included.
Stuttgart is not correct. They had Standarte 13, Abschnitt X, Oberabschnitt Südwest.

The number for an Abschnitt was in Latin, Oberabschnitt X, included Standarte 13 and Standarte 81
(anyway in late 1937). 81, which was Würzburg, later was transferred to Abschnitt IX (Main).
Abschnitt XIII had 9 (Stettin), 39 (Köslin) and 77 (Schneidemühl) in Oberabschnitt Nord.

XXIII was Obersbschnitt Nord. Maybe you did not understand well.

Yes, Standarte 21 is for sure! So the area of Magdeburg is for sure!
Perhaps you could post pictures of the other rank collar patch and the cuff title, if the tunic has one. This might make an opinion a little easier.
