In an SS price-list from mid-1936 no cuffband was mentioned for V.u.W. Nor can I find
it in a 1938 price-list (reprint). A W.u.V. cuffband I do not see mentioned anywhere!!
In the SS-Verordnungsblatt from mid-1936 through end-1936 are mentioned:

Rasse- und Siedlungshauptamt/R.u.S.-Hauptamt
Sicherheitshauptamt/SD-Hauptamt
SS-Hauptamt
The V.u.W.-Hauptamt cuffband is - as far as I know - first mentioned in the
Mitteilungsblatt der RZM, number 16 from August 12, 1939 with a price correction
for article-number 1082 (Aluminiumvorstoss/aluminiumbestickt). According to the
same periodical, but from October 26, 1940 article-number 1082 was deleted. During
the war this department was in the Mbl.RZM phrased as the SS-Wirtschafts- und
Verwaltungs-Hauptamt , cufbands with aluminum hand-embroidery were no longer
manufactured after November 1942 (für die Dauer des Krieges), but just the
ones aluminum-woven form instead! The price-change was also noted in the SS-
Befehlsblatt (nr.9-10-11 from 1939 from November 25, 1939.
With the entry of January 1, 1939 leaders from the Verwaltungsamt were ordered
for the diamond with eight-pointed star (SS-Befehlsblatt, nr. 2 from 1938), known
as Fachabzeichen. It was extensively explained why this star was used! The
wearing was only allowed when a person was officially promoted and sanctioned by
a document. The diamond was worn by administrations from SD, RuS-Hauptamt,
SS-Oberabschnitt as well as Standarte and Sturmbanne der SS-VT and SS-TV, the
conzentrations-camps an Junkerschule.

"Mit der Verleihung des Achtsterns als Fachabzeichen an die SS-Verwaltungsführer hat der Reichsführer-SS bekundet, eine wie große Bedeutung er der Tätigkeit der Veraltungsführer beimißt und ein wie hohes Ziel er ihnen gesetzt hat.
Der Achtstern ist das uralte Symbol unserer Vorfahren für Ordnung, Gesetz und Recht. Für uns Männer der Schutzstaffel, die wir die natürliche Ordnung des völkischen Lebens als die Grundlage aller Ordnungen und Gesetze erkannt haben, ist der Achtstern ein Mahnzeichen dafür, daß seine Träger in ganz besonderer Weise berufen sind, über Gesetz, Ordnung und Ehrlichkeit als Voraussetzung des völkischen und nationalsozialistischen Wollen zu wachen."
...which means:
"By bestowing the eight-pointed star to the SS administrative officers as their trade badge, the Reichsführer-SS has expressed how great an importance he has ascribed to their work and how great a goal he has set them.
The eight-pointed star is our ancestors' ancient symbol for order, law and right. To us men of the Schutzstaffel, who have recognized the natural order of völkisch life as the basis of all orders and laws, the eight-pointed star is a memento of the fact that its bearers are most particularly called to watch over law, order and honesty as the basis of völkisch and National Socialist willing."

let us not forget how very catastrophic the efficiency of these faceless bureaucrats would turn out to be ,

Just to clarify the dates surrounding the sleeve diamond for SS-Verwaltungsfuehrer, it was approved in late 1937 for implementation from January 1st, 1938. Here is the original communication by Pohl referencing Himmler's order for the badge. HPL has already translated the body of the communication.
