I think I saw that character in a Scooby Doo cartoon, granted the Scooby Doo one was more convincing but they were similar. Sorry mate, but as has been mentioned, you don't have to look too hard here to see that what you have is junk.
To me it looks like it was cut down from a trapezoid shaped insginia designed for the Waffen SS Panzer Einheitsfeldmutze. Here is an original.

A friendly word of advice, starting with SS insignia for your collecting habits is akin to walking blindfolded into a very large, dense minefield. You are simply guaranteed to get blown up.
