I am a novice when it comes to SS insignia but I am pretty sure the collar tab is for SS-Totenkopfstandarte 32. No idea about the shoulderboard, sorry.
Welcome to the forum! I hope I'm right and someone will be along to help you out soon. May I ask, if this a photo of someone related to you?
The shoulderboard is the gothic cypher "T" for Thuringen. These boards were introduced in 1937 when the 5 Wachverbaende were re-organised into three SS-TV regiments: Oberbayern, Thuringen and Brandenburg.
The collar patch indicates that the man is in the 32nd Hundertschaft, or company, of the regiment.

The Arabic number on the collar patch indicates the Hundertschaft [= Company]. The Gothic "T" cypher on the shoulder board identifies the Totenkopfstandarte "Thüringen".
(Allow me to add that there was no 32nd Totenkopfstandarte anyway; the highest number assigned was 17.)
