It can be Luftwaffe troops in the working/training dress.

No, actually. If you look closely at the sidecaps of the man in the drill uniforms, you can tell that they have the RAD cap badge. The other men wear full RAD service uniforms.

Exactly. Thats why I always found this photo to be pretty neat. But I ended up realizing that it was pretty common for RAD men to wear Luftwaffe helmets tho, as I have a few pics showing it. Im sure it was even more common to see towards the end of the war too, but thats just a guess. See here:
