Civic police helmet...suspicious decals?

I am interested in this civic police helmet, but the decals are scratched up, and it seems that only the decals are damaged, which seems suspicious in my opinion. Any thoughts? Thanks

Well, the outside looks very clean and undamaged/unmarked,
compared to the inside - from what I can make out
in these tiny pics.

Indeed, the decals are the only areas that look to have
been deliberately scratched, in a silly attempt
to 'age' them.

Need better pics but initially i would say fake decals and a repaint externally

I have seen real nice Fire Police helmets with the neck protector in the $300-400 range at dealer prices. I would wait for a nicer one .
