Is this a German helmet?

I have searched and I can only come close to a German helmet. RAD? Not really sure. The reason I ask is there is a local seller that has it for grabs. I need some professionals to see if it is legit.

Your help is needed.

It's a good cheap starter if you don't have or can't afford a german helmet. They were modeled after the german helmet with a different liner & set of rivets. offer him less if you like it. I started my collection with one of those and sold it on ebay once I had some nice german lids.
