Help on a decal please

Could I have thoughts on this one please, I’m thinking probably a no go. Has yellow showing through underneath, not sure why I don’t think its an old kriegsmarine decal .

Not sure what the yellow underneath is in a couple of spots....but appears to be an original ET type Heer decal on an SE/HKP helmet
