    I might be wrong but i dont think so. And it might be somewhat late to reply but this decal is an obvious replica .you used to be able to buy extremely good quality ones at muswell hill in london 40yrs ago.The bubbling effect was normally caused by a reaction to the paint applied which over the last 40yrs i have seen on numerous occassions or due to a very thin coat of matt or silk varnish diluted with either methalated or white spirit

    My humble opinion: I think Dimas is right , nothing wrong so far , good BF on an expected Q shell .These decals (few other makers too) sometimes tend to chip like this depending how they were applied (lacquer) . The paint can also play a role in the process (here the rought paint) .
    I've never seen an original BF unapplied (have other types myself) , if someone has , please let me know
