It is really oily because it is a ground dug relic 99.9% rust. Wipe it down and leave it be.

Rusty helmet repainted over what a piece of.......
poor bugger, strip it back and display it as a relic, It has it's own story rather than being mutton dressed as lamb!
Perhaps just bury it once again. RIP
You could always put it in the "genuine fake helmet" display. : )
It would make a nice conversation starter nonetheless, lol...
I haven't much experiance in ID-ing a real from a fake,but this one is a easy job.
Put it in a bucket of Natrium Hydroxide for a day or 2, it will get rid of that horrible paintjob and the oil at once, maybe also the helmet.(problem solved )
It could be restored to relic state...
i would say give it ago with some paint stripper on a small patch somewhere to see if you can find out the actual condition of the shell you may be surprised as to what could be lurking under there & then go from there if it is an original relic condition shell £40 aint to bad of a price to have paid
