Maybe for hanging on a wall but why not just use the chin strap? being in the front it looks like it would get in the way when worn.

Not police but firebrigade. Feurschutz polizei had these m34 models. The Ordnungpolizei had combat helmets. The strap reminds me of Czech helmets but its not the same. These come often with non standerd liners and chinstraps.
Overall stil a nice piece!
Looks to me to be a length of leather thong simply tied to the liner and therefore not a part of the helmet?
I tend to agree with MAP that this is simply a hanging device. Whether fitted by the user for a practical reason in use or later as a means to display post service. Who can say unless anyone knows of this being common practice amongst users?
Nice helmet though but also as said above not a combat helmet.
