It is a civil M34 Fire Police helmet. I recently acquired one, and posted a thread on it. Yours is nice! The leather tabs on the liner are where a leather neck guard could be attached.

I would love to eventually acquire a combat police helmet too.

Like Mat before me already states it's an M34 lightweight helmet , combat helmets are the M35 - M40 and M42.
M16 and M18 reissued for the Polizei would also be counted as combat helmets.
