Yes, M1916 stahlhelms were also used in WWII. In most cases, they were reissued in the closing stages of the war when there were shortages of supplies of M35, M40, and M42 helmets.

Yes. Here is an M16 Kriegsmarine. These were issued before the war, and mainly withdrawn from service from the Navy before 1939. They were certainly used by the other branches as well, but I think mainly early in the war. The decal is truly golden on this one, although it this angle it looks more like a toned Heer, due to the toning over the golden decal.
Narvik is right, they were mostly used in the late prewar years. I would guess that most of the M1916 helmets used late war would be without decals to. Probably not for combat so much, but civilian roles.
