The own dress uniforms was firstly developed in 1924 year. Before that all the uniforms was a field and foreign made there was no needs to spent the money in the dress uniforms for just a born young Republic. As on the pictures you can see the volunteers of a Btl "Kalev". The modern unit located about 15 km from the place I live.

Dave. The shield that they are wearing is "Kalev" battalion symbol.
The metal one on the picture here is collar insignia from 1936.
And the chevrons are estonian flag (blue, black and white) I do not know the meaning of the chevrons. I presume that was one way to just pimp up your uniform with national colors. I might be wrong.
