You mean the piping? It could be both, most of them without piping, and as I can state, the left side closure is not a order, but a private purchase, or to me seems like a redone.

Instituted in 1936 and should be on commanding personel uniform.

Not for tehnical, comissariat( supply) and medical personel as I remember. I have a lot of pictures with medical personel, and never one piped. Anyway, there a lot of commanders of RKKA use their uniforms without piping

A lot of period pictures where the officers and mostly of admin and medical service is without the colored piping at all. I have some individual cut gimnasterkas in high quality without piping
