Yes, these are VVS boards for the rank of Mladshiy Leytenant. Impossible to know if the guy was a pilot or not.
They are 40's/50's issue in my opinion.

I am agree with Adrian for dating. To date, is the best "pagon" for a flyer gymnasterka. they come from Espenlaub.
Any VVS officer with the these propeller and wings badge is a pilot, all non pilots (technical staff) had a badge like this:

This is a M 43 shoulderboards. I will say they are war time issue. All postwar pilots used everyday shoulderboards, so this boards is correct for war time gimnasterka
