Soviet Navy High Officer Rank Cap?

Guys have you any ideas what this cap represents? It's really high quality and covered in gold insignia. It came with a few other Russian / eastern bloc caps and a tunic that I think is Czech.

Just killed original hat, only the central wreath and oakleaves is original to the hat, all other anchors is sleeve insignia for the naval cadets, and the stars is officer's sleeve insignia



Also the hat shown at the bottom, has a wrong wreath position

Ahhh, oh well that's a shame. Thanks for letting me know Dimas I was confused as I had found the caps of the very highest Soviet navy ranks, and there was no stars etc on there, and there seemed to be too many anchors. I did not know what to think.
