Soviet Overcoat, how old?

Other than my SKS I don't have many russian things, so excuse my ignorance. Can anyone tell me from the photos provided if this is a Pre-ww2 greatcoat? Why are the collar tabs black and not red, crossed rifles means infantry? Also what do they generally go for on the collector market.

Col. of Artillery - probable 70s/80s.

There should be markings inside that can verify the latter...
