9th Inf Div 'Ike jacket' - Jackets, field, wool, O.D.

A nice 'Ike jacket' from the 9th Inf Div. I assume the handwritten number on the inside below the collar (B-91 47) is a service number unless anybody can tell me different. Can anybody tell me what the green felt patch/bar below the Sgt stripes denotes?

You are correct. The number is a partial service number.

These green combat leadership stripes. Officers wore them as a slip on over the shoulder strap. Nice to see.
