I believe this is a post-war uniform as was used in the Congo
Nothing to do with Congo.
It is post war, transportation services.
My guess is 1970, can you check the labels in the hat or uniform, they do tell the date mostly.
I have a 1951 dated Belgium medical officer cap which had a flatter top than the one shown
