majors Interwar 4 pocket service jacket (1928)

I picked up a nice 9th id service jacket today, dated 1928. Any help identifying the Major would be appriciated.
His name as written, Maj R. R. Norris

Ive been watching it for about a year now, I thought somone else bought it a while ago, but luckily they didnt.
Sorry forgot you wanted it to, interwar jackets are harder to find.
If you find an enlisted jacket dated 1931, I may have to work out a trade lol

I have a photo of my great-grandfather in an interwar service jacket like this. The photo is dated 1928. That's why I wanted it.

Does anyone know if the officers rank was supposed to be displayed on the jacket durring the interwar period?

Yes, rank insignia was worn.
