The phone number is reasonably long and that implies the jacket is not very old, as early phone numbers have relatively few digits. I would guess 1960's.
I agree with Douglas, my girlfriend's father was a Chief Engineer in the MN for 25 plus years. His uniform which he was wearing in the late 80s is very similar to this, I don't think they changed much at all. Cheers.
