Can't make out the maker but appears British rather than Canadian.
Definitely British. The War Dept. arrow or 'Crow's Foot' is a common sight on British equipment of all kinds. There are different variations of it depending on the country of origin, as seen here. The Canadian Broad Arrow is surrounded by a large 'C'.
Also, this looks very much like a WWII-type 'bush jacket', but I'm not all that familiar with British uniform items.
