It's an Aviation Structural Mechanic's patch. His rank was a Petty Officer 2nd Class and the larger cloth patch with 3 chevrons was for a Petty Officer 1st Class. And most definitely a Sailor,as it has Condoms with it...lol William
(Can't help you on the age,as they really didn't change much over the years, but it Does seem about right for the WWII period or there abouts.)

I can confirm that is definitely a WW-2 era condom .

Ive found this markings in the jacket and inside the leg. Is it posible to identify the numbers? What it means?

During WWII this rating was called Aviation Metalsmith, the rating name was changed to Aviation Structural Mechanic well after WWII, don't know exactly when but the rating badge remains the same.
