If the unit existed for only a short while, why are the tunics in the 2 photos greatly different? The tunics in the group photo shown with 3 rows of buttons, but the single portrait has only 2 rows?

Hi, it looks to me like he was perhaps a cadet, possibly that is the reason for the difference in the button rows on uniform. The fellow in the first photo looks very young.
Belgian uniforms had always been a mishmashe, and for police forces and firefighters even more!
The two row buttons are the oldest uniforms and theyr owners probably continued using them during the transition periode.
