Also any idea on what artillery units had 3 years of overseas time?

    Certainly an Officers shirt.

3 years overseas service , no 3yr hash mark , no rank and serving (then current) in AA Command, which was based at one of 12 training centres thru-out CONUS and HQ initially in Richmond Virginia then to Fort bliss Texas.

I'm not a uniform collector but that doesn't have the normal look to a WWII era shirt , maybe its a private purchase shirt for an officer as Ade has mentioned.

Without any provenance could be a put together , hopefully I'm proven wrong.
