Looks like an M1 liner, maybe for a clone. Beats me. That was my first thought.
I think it's a St Clair low pressure M1 liner. Liners like this that were rejected during production were sold as toys for kids.

This is a childs liner made of compressed paper the lining should be made of like a hard plastic material.
Gel65 my liner is the same as the one on ebay under st. Clair liner toy. The straps are not plastic but a paper like material. Gary
