Painted Liner ID help

Hi all

Can anyone identify this painted logo on the side of a WW2 Westinghouse liner?

The only thing I can tell you is that the insignia is not WW II.

What leads you to believe that it is not WW2?

I have never seen this variation before and can't even begin to know what it represents.
It also looks like the paint is fairly new.

Actually the paint is very old (appears period correct). It is also signed by the artist on the inside. It has the soldiers last name and rank on the front.
