This must be the 80's period item, and I can't tell you nothing, due of post-war is not my area of interests, sorry. But roughly approx 300-400 USD

Bob is correct ,(1950s era ). 8 republic in the left side, yes , on July 16, 1956, the count of "union republics" was 16

Hate to say it, but such shinel sell for only about $100 - $200 USD on E-Bay.

Lots of stuff flooding out of former Soviet Union has driven down values.
