this is good. all correctly.

For me, seems to be 1977 - 1991 Militsiya (Police - indeed a part of MVD) - any rank except general. New model of 1992 not really available until 1994.

Likely should also have leaves surrounding the cockade. But maybe could be worn for daily use without these.

Here is USSR MVD cap for special occasions with white top. Also after 1991 MVD cap and traffic cop's with light grey/blue side.

Sorry. I was a bit wrong. Badge is from early issues bedges - after war up to 60's.
