I bought this URSS Police hat?
Of what police is it?
And of what time is?

Without offense, the photos could be somewhat better, but this seems to be 1977 - 1991 Militsiya (regular "street" police - indeed a part of MVD, which is Ministry of the Interior) - any rank except general. New model of 1992 not really available until 1994.
