This one is for sure is M 41 , but this is not a navy, but VOKHR (ВОХР) , the factory guards etc...

No, it is not.
However, it still is interesting as it is related to, as Dim told you, ВОХР - FACTORY GUARDS - which were part of one of the Soviet ministries of manufacturing.
It is a nice thing, and not seen often - and the subject of ВОХР is very underrated and under-studied in collecting circles IMO.
I have owned one of these shinel coats, and a matching visor cap for quite some time, and they have always intrigued me. But there is little information available, even in Russian language.
Someday though...

Taavi, here is explanation for you: Voenisirovannaja ohrana (VOHR), laterly Vnevedomstvennaja Ohrana was laterly after the Estonia got independence was converted to the Valvekoondis, which was laterly disbanded and got a part of security services as a Falck, Caesar etc, they are all similar in their duty and service

Here I will a bit explain the history and work of the VOHR:
In the end of 20 and the mid of 30's the VHR was also the part of GULAG, and has servicemans contracted to the service, but they was not intended for internal guard or conwoy services the proper name for that troops was ВОХР ИТЛ НКВД.
The partly they was equipped with planes as courier and observer
And also the VOHR of NKPS budionovka

After the 1956 year, the VOHR was no more as the part of NKVD, and the GULAG, DULAG etc was not a part of NKVD, but a part of Internal troops of MVD.
From that time they got a new type of uniforms
