Thanks everyone for the comments. Perhaps when i post pictures in the next two or three days it will shed some light on the matter. Cupal did cross my mind while looking at the piece in question, however, I saw no copper tone. Perhaps it just had 100% of the silver finish. Also I know of stamped hollow-back badges that are then filled in with metal in the factory to give it a solid appearance. I have only encountered 1st pattern wound badges of this type however.
Photos would certainly help the situation.
